The Nepal Tourism Board has passed new rules banning foreign trekkers from visiting the country’s national parks and conservation areas without a guide or porter. Trekking companies will have to arrange the services, as well as provide trekkers’ information management systems (TIMS) cards. From Saturday, anyone walking on designated trekking trails without a guide or TIMS card could be fined $105; trekking companies caught flouting the rules will be fined $93 per trekker. This has been opposed by the authorities in the Everest region, who say it limits the right to free movement of foreigners.
