Prime Minister Pushpa Kamal Dahal has expanded his cabinet but it remains incomplete due to disputes within the Nepali Congress and a lack of agreement with the Rastriya Swatantra Party. Eight ministers from the Nepali Congress did not attend, and the Rastriya Swatantra Party declined to join without the portfolios it demanded. Meanwhile, Water Supply Minister Abdul Khan resigned over his dissatisfaction regarding the portfolio. However, PM Dahal did manage to add one additional minister from his party, Shakti Basnet, to the cabinet as energy minister.
