But hotel operators in Scotland have seen wage bills go up before these changes are made.

This is the headline finding of the RSM Hotels Tracker, published today, which found that total Scottish hotel payrolls costs (as a percentage of total revenue) climbed to 46.4% in January – up from 31.2% in December 2024. That came as payroll costs for the wider UK hotel market surged to 39.6% in January from 28.8% the month before.
