According to a new book by Satinder Lambah, a former special envoy of India for talks with Pakistan, the Indian government secretly restarted back-channel negotiations with Pakistan in April 2017, despite setbacks including the Pathankot terrorist attack and the trial against former naval officer Kulbhushan Jadav. The current NDA government had reportedly reviewed the file on previous back-channel negotiations, led by Lambah from 2007, and believed that “no major changes” were required in restarting the process. The new book, In Pursuit of Peace: India-Pakistan Relations Under Six Prime Ministers, has been verified by National Security Advisor Ajit Doval and former PM Manmohan Singh. Lambah confirmed that the final draft of the agreement included a 14-point list of guidelines that respected the Line of Control between the two states as a normal border, with no joint sovereignty over parts of Jammu and Kashmir.
