The Kingdom of Saudi Arabia (KSA) has amended its Tourism Law and implemented new regulations to govern its growing tourism sector in line with its Vision 2030 objectives. The updated law and regulations come into effect on March 25, 2023, and will impact local and international hotel operators wishing to provide operational services in KSA. The regulations require foreign hotel operators to establish a licensed legal entity in KSA and obtain various licenses and approvals before managing or operating hotels in the country. The Ministry of Tourism will classify hotels into four categories, and separate criteria apply to hotels in Makkah and Madinah. The new Implementing Regulations include sub-sector-specific rules for heritage, wellness, boutique, capsule hotels, and hotel villas and apartments. Overall, the regulations seek to enhance the regulatory environment of the KSA tourism industry, promoting transparency, stability, and professionalization of the industry.
