Seven months after now-suspended Nelson Mandela Bay city manager Noxolo Nqwazi notified the Mandela Bay Development Agency board it had been dissolved, the Eastern Cape High Court in Gqeberha has ruled the board should remain in place.
The court ruled Nqwazi jumped the gun when she notified the board.
And the municipality must also transfer all funding owed to the agency, a whopping R98 million, and pay its legal fees.
