Montenegro tourism likely to suffer after introducing visas to Russians and Turks

THE NEWS: From November 1 2026, Montenegro will require visas for citizens of Russia, Turkey, China, Belarus and Saudi Arabia, affecting markets that together generated around 3.4 million overnight stays and €320 million in tourism spending in November last year.

DETAILS:

  • The visa change is intended to bring Montenegro’s visa regime into line with European Union rules and satisfy a final requirement under Chapter 24, which covers justice, freedom and security.
  • The policy shift comes as Montenegro’s EU accession process enters what officials describe as a potentially difficult phase.
  • Tourism industry representatives have warned that the new visa requirements could test the sector’s resilience.
  • WHY IT MATTERS: Requiring visas for five major source markets could curb visitor numbers and revenue at a time when Montenegro is seeking to demonstrate EU compliance, creating a trade‑off between political progress toward membership and short‑term tourism performance.

    FAQ

When will Montenegro start requiring visas for citizens of Russia, Turkey, China, Belarus and Saudi Arabia?
Visas will become mandatory for travelers from those five countries starting on November 1 2026, when the new regulation takes effect.

How many overnight stays and how much tourism spending did the five affected markets generate in Montenegro in November last year?
In November of the previous year, tourists from Russia, Turkey, China, Belarus and Saudi Arabia accounted for roughly 3.4 million overnight stays and contributed about €320 million to Montenegro’s tourism revenue.

Why is Montenegro introducing the new visa requirements?
The government says the measure aligns its visa system with EU standards and fulfills a remaining condition under Chapter 24 of the accession process, which deals with justice, freedom and security, to advance its bid for EU membership.
