DULUTH — A much-debated proposed contract with an Arizona-based firm to market Duluth as a tourist destination will go to a City Council vote on Monday.
The two-year contract in play amounts to $3.6 million, or $1.8 million per year.
But City Attorney Terri Lehr warned councilors that their options may be limited.
She cited the city’s purchasing code, which Lehr said “requires the city to use a competitive procurement process on the purchase of goods and services and for contracts.” She noted the only exception would be for professional services where that is not reasonable.
