Aviation Industry urges African governments to align API, PNR globally

African Airlines Association (AFRAA), Airlines Association of Southern Africa (AASA) and the International Air Transport Association (IATA) urged African governments to adopt Advance Passenger Information (API) and Passenger Name Record (PNR) systems that meet International Civil Aviation Organization (ICAO) standards and to fund those programmes from state budgets rather than through charges on airlines or passengers.

  • API and PNR give authorities passenger data before travel, strengthening border security, supporting law‑enforcement and facilitating legitimate movement.
  • The organisations say implementations must follow four pillars: a clear legal framework, proportional data collection, purpose‑limited use for security and law‑enforcement, and consistent, accurate global data formats.
  • ICAO’s Policies on Charges for Airports and Air Navigation Services (Doc 9082) state that border‑security costs, including API/PNR, are a government responsibility and should not be passed to airlines or travellers.
  • Imposing API/PNR fees would raise travel costs, undermine connectivity and weaken aviation’s contribution to tourism, trade and investment.
  • “We support the implementation of Advance Passenger Information and Passenger Name Record data transfer … however, these systems must be aligned around internationally recognized standards and funded correctly,” said Abdérahmane Berthé, Secretary General of AFRAA, Aaron Munetsi, CEO of AASA, and Kamil Alawadhi, IATA’s Regional Vice President, Africa and Middle East.
